Responsibilities of The BUHS Proctorial Committee

A proctorial committee consisting of one proctor, one secretary and six assistant proctors is responsible for ensuring the discipline and good conduct of the buhs students within the university campus. The committee is also to perform other duties/tasks as may be assigned to them by the vice-chancellor regarding discipline of the students from time to time.

1. The proctor will be appointed by the vice-chancellor of the university, and he/she would be assisted by assistant proctors for a period of 02 (two) years.

2. The following shall be the main responsibilities of the proctor:

  • He/she shall be responsible for maintaining the discipline and conduct of the students within the university campus round the clock.
  • He/she shall perform such other duties regarding discipline of the students as may be assigned to him/her by the Vice-Chancellor from time to time.
  • The Proctor/Assistant Proctors shall generally remain available in the university campus during university hours for maintaining order and discipline in the university.
  • The Proctor, if necessary, may recommend to the Vice-Chancellor the appointment of a Prefect or Prefects from amongst the senior students to help him in maintaining discipline and order matters in the university.
  • The Proctor shall maintain liaison with the external security agencies in the matters relating to law and order situation in the university campus.
  • The Vice-Chancellor may delegate disciplinary powers as he may think fit to the Proctor.
  • No clubs or societies or students organizations other than recognized clubs shall be allowed to be formed. No parties or entertainments shall be allowed within the university premises nor shall a student play musical instrument or use a loudspeaker in the university premises during university hours without the prior permission of the Proctor.
  • The Proctor may take disciplinary action against any student who willfully damages, disfigures or destroys university properties, or gardens, or does not follow the Students’ Code of Conduct within the university and for the purpose of keeping the university neat and clean and proper parking of cycles and vehicles within the campus. He may pass necessary orders.
  • In the case of an emergency, the Proctor or any of the Assistant Proctors can seek help of any employee of the university at any time and it shall be the duty of the employee/(s) to assist him/them.No student of the university individually or collectively shall declare a -‘strike” of the university students nor any student shall prevent other students of the university from attending the university classes, Laboratories and Library work and other academic activities.
  • As BUHS is a politics and smoke-free institution, no students are allowed to be involved in any kind of political activities nor addiction to drugs and unlawful assembly within the university compound.
  • No meetings of the students of the university other than the meetings organized by the university or by different departments of the university or by the students clubs recognized by the university, shall be allowed in any part of the university without prior permission of the Proctor.No demonstrations shall be organized within any part of the university without the prior permission of the Proctor as well.
  • If a student is found guilty of violating any of the provisions of this section, he/she shall be liable to punishment upto expulsion from this university. Students absenting themselves from attending their classes on the days of internal (BUHS) strike will be liable to forfeit their scholarships and stipends and whatever financial facilities they are enjoying.

Contrary to popular notion in our society health is not an issue only for the physicians but its development needs a concerted effort of professionals from basic, clinical and social sciences. In line with this concept, generation of human resources in health should not be treated merely from teaching and training points of views; research should also be equally emphasized in this venture as evidences based on geographical, environmental, ethnic and sociocultural background are a prerequisite for rational and cost-effective health care delivery in a population. Based on an internationally recognized research tradition at BIRDEM and BIHS which, in turn, are rooted in the long-term dream of Late National Professor Dr M Ibrahim, the present University aims to blend the three vital elements (teaching, training and research) of education to fulfill the ultimate responsibilities (knowledge dissemination and knowledge generation) of a higher centre of learning. With this aim Bangladesh University of Health Sciences (BUHS) has started its journey with full-time non-practicing (or institutionally practicing) faculty members and a number of highly reputed guest faculties and collaborating partners from all over the world. In public health, BUHS has taken a discipline-wise subspecialty approach which fits more with the present volume of knowledge and technological advancement in the area.We believe that studying in BUHS will be a pleasant and productive experience.
